George Phillips Olivier
Vice President of Operations

George Phillips Olivier serves as Vice President of Operations for Step Forward, where he oversees the Maintenance, Facilities, IT, and Transportation teams. He is responsible for ensuring operational efficiency across the organization by managing procurement, resource allocation, vendor relationships, and key operational processes that support Step Forward’s mission.

Born and raised in Chicago, Illinois, George earned a degree in Business Management from the Illinois Institute of Technology, where he attended on a four-year basketball scholarship. His career began as Director of a 700-acre camp serving inner-city youth before transitioning into property and construction management.

He later joined the Chicago Housing Authority (CHA), advancing to Chief of Operations, where he oversaw 40,000 public housing units, 2,000 employees, and a $600 million budget.

In 2000, George joined the Cleveland Metropolitan Housing Authority (CMHA) as Deputy Executive Director and was later promoted to President and CEO. In that role, he oversaw 10,000 public housing units, 15,000 Section-8 vouchers, and a $300 million budget.

George holds certifications in property management, maintenance management, and public housing administration and is recognized for his extensive experience leading large-scale operations and public service organizations
