You’re on the right track toward managing your energy bills.

 

Step Forward helps Cuyahoga County households stay on top of their heating and electric costs through Ohio’s Non-Emergency HEAP and the Percentage of Income Payment Plan. By using these programs, you’re taking steps to avoid utility debt and keep your utilities affordable.

You can apply online – no appointment is needed.


Complete your Energy Assistance Application online to apply for PIPP or Non-Emergency HEAP. Submitting your application online is quick and easy, and helps ensure a smooth process. Applications may take up to 12 weeks to process, so plan ahead.​​

Non-Emergency HEAP

You receive a one-time annual payment applied directly to your utility or bulk fuel bill to help make your heating and electric costs more manageable. This assistance can ease the strain of high energy bills and help you stay on budget.

All Regular HEAP applications must be submitted online or postmarked by May 31 each year to be considered for processing.

​

Eligibility:

​

  • Your household income for the past 30 days (or 12 months for seasonal/self-employment income) is at or below 175% of the Federal Poverty Guidelines.

  • You must provide proof of income for all adults in your household.

​

Percentage of Income Payment Plan

You pay what you can afford each month, and PIPP covers the rest. This helps you avoid growing utility debt, prevent disconnections, and reduce service fees. If you have existing utility debt, PIPP can help forgive part of what you owe.

​

PIPP makes your gas and electric service more manageable, keeping you connected and avoiding unexpected shutoffs. Your payment is based on your income, and the program covers the remaining balance with your utility.

Eligibility:

​

  • Your household income is at or below 175% of the Federal Poverty Guidelines.

  • You are a customer of a regulated electric or natural gas utility in Ohio.

​
