Step Forward assists Cuyahoga County residents through six different utility assistance programs & services to help pay utility bills.

Overview of Our Programs

Winter Crisis Program
Winter Crisis Program

This service is for people who
•    are threatened with disconnection
•    have been disconnected
•    have less than a 25% supply of bulk fuel in their tank

Winter Non-Emergency Program
Winter Non-Emergency Program

This service is for people who 

  • need assistance with winter heating bills 

  • have not been disconnected 

  • want a direct payment toward main heating account 

Summer Cooling Program
Summer Cooling Program

This service is for people who

  • need assistance with cooling bills

  • need household fans and/or air conditioner

  • are 60 or older or have a documented medical need

Percentage of Income Payment Plan
PIPP +
Percentage of Income Payment Plan

This service is for people who
•    can pay a percentage of household income each month
•    would prefer a consistent payment plan
•    want to work to eliminate outstanding energy bills

Fuel Fund

This service is for people who
•    need assistance with paying an electric bill
•    have made a payment with the last 90 days
•    have not utilized the program in the past year

Consumer Advisory Hotline

This service is for people who

  • have questions about their electric energy choices

  • live in Ohio

  • want to become a more informed energy consumer

Water Assistance Program
Water Assistance Program

This service is for people who

  • need assistance with water and wastewater bills

  • have a disconnection notice or have been disconnected

  • establishing a new service or paying to transfer service

All utility assistance programs require annual income verification.
