Step Forward expands HEAP locations

Step Forward is proud to announce the expansion of its Home Energy Assistance Program (HEAP) services to two convenient locations in Cleveland. This growth ensures that more residents can access critical energy assistance, guidance, and support when they need it most.

Both HEAP offices provide walk-in services to assist individuals facing disconnection notices, loss of service, or other utility-related hardships. These locations are for Winter Crisis Program clients only. All other HEAP-related inquiries and services can be managed by phone or online.



HEAP Office Locations and Hours


  • 1801 Superior Avenue, Suite 400, Cleveland, Ohio 44114

  • 2203 Superior Avenue, Cleveland, Ohio 44114


Walk-in Hours: Monday–Thursday, 8:00 a.m. to 12:00 p.m.


Services are offered on a first come, first served basis. If either office reaches capacity due to high volume, doors may close early for the day.


Please note: Any previous HEAP office locations not listed above are now permanently closed. Clients should visit one of the two Superior Avenue offices for all in-person HEAP services.

Important Reminders for Clients


All HEAP Crisis clients must bring all required documentation in order to be served. Individuals who arrive without the necessary paperwork will be asked to return another day once they have all required documents.


Step Forward’s knowledgeable staff are available at both locations to answer questions, assist with applications, and connect residents with resources to help manage utility costs and stay in good standing with PIPP.
