The Home Energy Assistance Program (HEAP) was created in 1981 in response to rising energy prices, which left many vulnerable households struggling to afford the essential utilities needed to heat or cool their homes. Designed to provide much-needed relief, LIHEAP helps thousands of families each year by offering support through seasonal crisis programs and utility management programs like the Percentage of Income Payment Plan (PIPP). These programs ensure that eligible households receive timely assistance with energy bills, reducing the risk of service disconnections and improving their ability to maintain a safe and comfortable living environment.

The HEAP promise is clear: every household, no matter their financial situation, deserves the ability to stay safe and comfortable in their home. Through energy assistance, we ensure families can meet their basic needs without the burden of overwhelming utility costs.
